Background

Indonesia has established the Skema Sertifikasi Pengurangan Emisi Gas Rumah Kaca Indonesia (SPEI) as a national mechanism to certify greenhouse gas emission reductions in alignment with the implementation of carbon economic value policies. The scheme ensures that emission reductions demonstrate transparency, accuracy, consistency, comparability, and environmental integrity.

Within this framework, project proponents must prepare a Dokumen Rancangan Aksi Mitigasi (DRAM) as a foundational document that defines mitigation actions, quantifies emission reductions, and demonstrates compliance with approved methodologies. The DRAM functions as a critical instrument in the certification cycle, which includes validation, implementation, monitoring, verification, and issuance of emission reduction certificates (SPE-GRK).

The DRAM must provide a comprehensive explanation of the mitigation action, including baseline scenarios, emission sources, additionality justification, monitoring approaches, and contributions to sustainable development. It must follow the prescribed structure and technical requirements defined in the national guideline.

Given the complexity of DRAM preparation and the need to ensure methodological rigour and compliance with SPEI requirements, the project requires a qualified consultant to lead the development of a high-quality DRAM document that meets validation standards and supports subsequent certification processes.

Objectives

The consultancy aims to produce a complete and compliant DRAM document that enables the proposed mitigation activity to enter the SPEI certification process.

Specific objectives include:

  1. To develop a DRAM document that fully aligns with the SPEI 2023 framework and DRAM guideline structure.
  2. To establish a robust baseline and quantify projected emission reductions using approved methodologies.
  3. To demonstrate additionality, environmental integrity, and regulatory compliance of the mitigation action.
  4. To ensure that the mitigation action contributes to sustainable development and aligns with national climate targets.
  5. To strengthen the technical capacity of project stakeholders in understanding DRAM preparation and carbon accounting principles.

Expected Output

The consultant shall deliver the following outputs:

  1. A complete DRAM document structured according to the official DRAM format, including all required sections.
  2. A methodological justification report explaining the selection and application of approved methodologies.
  3. A baseline and emission reduction calculation model, including assumptions and data sources.
  4. A sustainable development contribution assessment aligned with national indicators.
  5. A stakeholder consultation summary report, including documentation of inputs and responses.

Scope of Works

The consultant shall prepare all sections of the DRAM as required under the national guideline, including:

  • Description of the proposed mitigation action, including objectives, technologies, and implementation boundaries
  • Identification of project participants and roles
  • Definition of project location and duration
  • Assessment of additionality, including regulatory analysis and barrier identification
  • Selection and application of approved methodologies
  • Baseline scenario development and justification
  • Identification of emission sources, sinks, and leakage
  • Estimation of emission reductions over the project duration
  • Assessment of environmental and sustainable development impacts
  • Documentation of public consultation processes

These components follow the structured format of the DRAM form, which requires a detailed explanation of action design, emission calculations, and monitoring approaches.

Methodology

The consultant shall apply a rigorous and structured methodology that includes:

-Desk Review

    Review relevant policies, methodologies, and project documentation under the SPEI framework

    -Field Assessment

    Conduct site visits and collect empirical data where required

    -Baseline and Scenario Analysis

    Develop credible baseline scenarios in accordance with methodological standards

    -Emission Quantification

    Apply approved formulas and parameters to estimate emission reductions

    -Additionality Assessment

    Evaluate regulatory surplus and identify financial, technological, or institutional barriers

    -Stakeholder Consultation

    Review stakeholder consultations and document outcomes systematically

    -Iterative Review Process

    Revise the DRAM document based on internal and external feedback

    Timeframe and Work Plan

    The assignment shall be implemented over 60 working days (2 months) with indicative phases:

    • Inception and data collection
    • Field assessment and stakeholder consultation
    • Draft DRAM preparation
    • Internal review and revision
    • Final DRAM submission

    Reporting and Deliverables

    The DRAM will serve as the basis for validation and subsequent certification under the SPEI scheme.

    Consultant Qualifications

    The consultant must meet the following qualifications:

    -Academic Background

    • Master’s degree or higher in Environmental Science, Climate Change, Forestry, Energy, or related fields

    -Professional Experience

    • Minimum 10 years of experience in carbon accounting, MRV, or carbon project development
    • Proven experience in preparing project documents aligned with carbon standards or national schemes
    • Familiarity with SPEI, ISO 14064, or UNFCCC methodologies

    -Technical Expertise

    • Strong capability in emission modelling and baseline development
    • Experience in DRAM or similar documentation
    • Understanding of Indonesian carbon regulations and the SRN-PPI system

    – Skills

    • Strong analytical and report writing skills
    • Ability to engage stakeholders effectively
    • Fluency in English
