Humanitarian Response in Tukka Sub-district: ADRA Community Kitchen Supports Displaced Families in Hutanabolon

Following the impact of a cyclone that struck Central Tapanuli Regency, Tukka Sub-district has been identified as one of the significantly affected areas. Approximately 2,900 households were reported to be affected and displaced due to environmental damage and disrupted livelihoods.

One of the main displacement sites is located in Hutanabolon Village, Tukka Sub-district, hosting displaced families, including children, toddlers, and other vulnerable groups. Based on field monitoring by ADRA teams, road access to and from the area remains connected, allowing mobility and logistical movement, although pressure on basic needs remains high.

In response to the situation, ADRA Indonesia, in collaboration with the Seventh-day Adventist Community Services (PELMAS SDA) & Medan Adventist Hospital, established a community kitchen at the Hutanabolon displacement site as part of its emergency response.

Community Kitchen Supporting Immediate Needs

The community kitchen aims to support part of the displaced population who face difficulties meeting their daily food needs. Given the large number of affected households, food assistance is provided on a limited basis, prioritizing families with the most urgent needs.

Prepared meals are distributed to help ease the burden on displaced families who lack access or capacity to cook independently at the displacement site.

Needs Assessment to Inform Recovery Planning

Based on field monitoring, the main road connecting Pandan (the capital of Central Tapanuli) and Tukka Sub-district remains accessible, with a distance of approximately 8.5 kilometers, supporting mobility and supply movement.

As part of recovery planning, ADRA Indonesia is reviewing possible support options, including the potential use of Multi-Purpose Cash Assistance (MPCA), while also assessing longer-term rehabilitation and reconstruction (rehab–recon) needs. These options have not been implemented and remain subject to ongoing needs assessments and field conditions.
