ADRA Indonesia is seeking an experienced candidate for Finance and Admin Assistance for
Strengthening Faith-Based Humanitarian Organization on Preparedness and Emergency
Response Project in Papua (FBHO) as summarize below.

BACKGROUND
Yayasan ADRA Indonesia is a humanitarian organization and belongs to the worldwide ADRA
network, comprising more than 120 supporting and implementing country offices. The mission
of ADRA is to serve humanity thus all may live as God intended through Justice, Compassion
and Love as its main values. ADRA Indonesia has been working in Indonesia since 1981 and
registered as a local Non-Governmental Organization (NGO) in 1991.
ADRA Indonesia is implementing a project to strengthen the capacity of faith-based
organizations (FBOs) and church networks to prepare for and respond to humanitarian
emergencies in Papua. The project builds on ADRA Indonesia’s experience responding to
conflict-related displacement in Papua and supporting provincial and district governments to
develop contingency plans for social and armed conflict.
The project will work with at least 5 faith-based and ecumenical actors and other relevant church
and humanitarian networks. Key interventions include developing and operationalizing
Emergency Management Plans (EMP), strengthening Emergency Response Teams (ERT),
improving humanitarian coordination, conducting training and simulations, strengthening
emergency financing mechanisms (Dana Siap Pakai), support the implementation of FBOs
humanitarian response aligned with humanitarian principles and International Humanitarian Law
(IHL).

FUNCTIONS OF ROLE
The Finance & Administration Assistant will provide day-to-day financial, administrative,
procurement, logistics, and office support for the project in Papua.

The position will work closely with the Project Manager, Technical Officer, ADRA Indonesia
Finance Team, project partners, vendors, and other relevant stakeholders to ensure that project
resources are properly managed and that all transactions and activities comply with ADRA
Indonesia policies and donor requirements. A key responsibility of this position is to ensure that
project financial and administrative documentation is accurate, complete, timely and transparent.

DUTIES AND RESPONSIBILITIES

  1. Field Financial Administration
    – Manage day-to-day project financial transactions at the Papua Field Office.
    – Prepare payment requests, cash advances, settlements, reimbursements, and other
    financial documentation.
    – Review supporting documents before submission to ensure completeness, accuracy, and
    compliance with ADRA and donor requirements.
    – Maintain organized financial records for all project expenditures.
    – Monitor outstanding advances and ensure timely liquidation by staff and partners.
    – Assist the Project Manager in monitoring expenditure against the approved project
    budget.
    – Maintain petty cash, where applicable, in accordance with ADRA financial procedures.
    – Conduct regular cash counts and reconciliations.
    – Support monthly financial closing and submission of financial documentation to the
    ADRA Indonesia Country Office.
    – Immediately report unusual, unsupported, or potentially non-compliant transactions.
  2. Budget Monitoring and Financial Reporting
    – Maintain an updated field-level budget monitoring tool.
    – Track actual expenditure against approved budget lines and activity plans.
    – Support preparation of monthly expenditure forecasts and cash requirements.
    – Alert the Project Manager to potential overspending, underspending, or unusual
    expenditure trends.
    – Assist in preparing financial information required for project and donor reports.
    – Coordinate with the Project Manager and Finance Team to ensure that financial
    information corresponds with activities actually implemented.
    – Support preparation and verification of partner financial documentation where required.
  3. Procurement
    – Support procurement of goods and services required for project implementation in
    accordance with ADRA procurement procedures.
    – Obtain quotations and prepare quotation comparison documents as required. Maintain an
    updated vendor database.
    – Maintain complete procurement files, including requests, quotations, evaluations,
    purchase orders, invoices, delivery notes, and payment documentation.
    – Coordinate with vendors and service providers to ensure timely delivery of goods and
    services.
    – Conduct basic price checks to ensure reasonable and competitive costs, particularly given
    the high logistics costs in Papua.

– Support documentation of procurement decisions where competitive quotations are
difficult to obtain in remote locations.

  1. Travel, Field Logistics and Assets
    – Arrange project staff travel within Papua; support flight, ground transportation,
    accommodation, and other travel arrangements.
    – Prepare travel authorization and related administrative documentation.
    – Monitor travel advances and ensure timely settlement following field travel
    – Support communication between the Papua Field Office and ADRA Indonesia Country
    Office.
    – Maintain records of project equipment and assets.
    – Ensure office equipment is appropriately recorded, maintained, and safeguarded.
    – Support meeting arrangements and preparation of administrative documents.
    – Maintain an updated project asset and inventory register and ensure all project assets are
    appropriately tagged and documented.
    – Maintain records of asset assignment and transfer. Report damaged, missing, or obsolete
    assets according to ADRA procedures.
    – Support project close-out and proper disposition or transfer of project assets.
  2. Partner Financial and Administrative Support
    The project will work with several local FBO and church partners with different administrative
    capacities. The Finance & Administration Assistant will:
    – Explain ADRA’s basic financial and administrative requirements to project partners.
    – Support partners in preparing appropriate activity documentation.
    – Review partner financial supporting documents before submission.
    – Follow up incomplete or missing documentation.
    – Help partners strengthen simple and transparent record-keeping practices.
    – Support the Project Manager and Finance Team in monitoring partner advances and
    settlements.

QUALIFICATIONS AND COMPETENCIES REQUIRED
– Diploma or Bachelor’s degree in Accounting, Finance, Business Administration,
Management, or a related field.
– Minimum 2–3 years of relevant professional experience in finance, administration,
accounting, procurement, or project support.
– Experience working with an NGO, humanitarian organization, development organization,
church organization, or donor-funded project is preferred.
– Basic understanding of accounting and financial control principles.

– Experience preparing and reviewing financial supporting documents.
– Experience supporting procurement and logistics processes.
– Good numerical accuracy and attention to detail.
– Ability to maintain systematic physical and electronic filing systems.
– Proficiency in Microsoft Excel, Word, email, and basic office applications.
– Ability to communicate effectively with staff, vendors, partners, and community
organizations.
