The mission<br>of ADRA is to serve humanity thus all may live as God intended through Justice, Compassion<br>and Love as its main values. ADRA Indonesia has been working in Indonesia since 1981 and<br>registered as a local Non-Governmental Organization (NGO) in 1991.<br>ADRA Indonesia is implementing a project to strengthen the capacity of faith-based<br>organizations (FBOs) and church networks to prepare for and respond to humanitarian<br>emergencies in Papua. The project builds on ADRA Indonesia&#8217;s experience responding to<br>conflict-related displacement in Papua and supporting provincial and district governments to<br>develop contingency plans for social and armed conflict.<br>The project will work with at least 5 faith-based and ecumenical actors and other relevant church<br>and humanitarian networks. Key interventions include developing and operationalizing<br>Emergency Management Plans (EMP), strengthening Emergency Response Teams (ERT),<br>improving humanitarian coordination, conducting training and simulations, strengthening<br>emergency financing mechanisms (Dana Siap Pakai), support the implementation of FBOs<br>humanitarian response aligned with humanitarian principles and International Humanitarian Law<br>(IHL).<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>FUNCTIONS OF ROLE<\/strong><br>The Finance &amp; Administration Assistant will provide day-to-day financial, administrative,<br>procurement, logistics, and office support for the project in Papua.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The position will work closely with the Project Manager, Technical Officer, ADRA Indonesia<br>Finance Team, project partners, vendors, and other relevant stakeholders to ensure that project<br>resources are properly managed and that all transactions and activities comply with ADRA<br>Indonesia policies and donor requirements. A key responsibility of this position is to ensure that<br>project financial and administrative documentation is accurate, complete, timely and transparent.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>DUTIES AND RESPONSIBILITIES<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Field Financial Administration<br>&#8211; Manage day-to-day project financial transactions at the Papua Field Office.<br>&#8211; Prepare payment requests, cash advances, settlements, reimbursements, and other<br>financial documentation.<br>&#8211; Review supporting documents before submission to ensure completeness, accuracy, and<br>compliance with ADRA and donor requirements.<br>&#8211; Maintain organized financial records for all project expenditures.<br>&#8211; Monitor outstanding advances and ensure timely liquidation by staff and partners.<br>&#8211; Assist the Project Manager in monitoring expenditure against the approved project<br>budget.<br>&#8211; Maintain petty cash, where applicable, in accordance with ADRA financial procedures.<br>&#8211; Conduct regular cash counts and reconciliations.<br>&#8211; Support monthly financial closing and submission of financial documentation to the<br>ADRA Indonesia Country Office.<br>&#8211; Immediately report unusual, unsupported, or potentially non-compliant transactions.<\/li>\n\n\n\n<li>Budget Monitoring and Financial Reporting<br>&#8211; Maintain an updated field-level budget monitoring tool.<br>&#8211; Track actual expenditure against approved budget lines and activity plans.<br>&#8211; Support preparation of monthly expenditure forecasts and cash requirements.<br>&#8211; Alert the Project Manager to potential overspending, underspending, or unusual<br>expenditure trends.<br>&#8211; Assist in preparing financial information required for project and donor reports.<br>&#8211; Coordinate with the Project Manager and Finance Team to ensure that financial<br>information corresponds with activities actually implemented.<br>&#8211; Support preparation and verification of partner financial documentation where required.<\/li>\n\n\n\n<li>Procurement<br>&#8211; Support procurement of goods and services required for project implementation in<br>accordance with ADRA procurement procedures.<br>&#8211; Obtain quotations and prepare quotation comparison documents as required. Maintain an<br>updated vendor database.<br>&#8211; Maintain complete procurement files, including requests, quotations, evaluations,<br>purchase orders, invoices, delivery notes, and payment documentation.<br>&#8211; Coordinate with vendors and service providers to ensure timely delivery of goods and<br>services.<br>&#8211; Conduct basic price checks to ensure reasonable and competitive costs, particularly given<br>the high logistics costs in Papua.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Support documentation of procurement decisions where competitive quotations are<br>difficult to obtain in remote locations.<\/p>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\">\n<li>Travel, Field Logistics and Assets<br>&#8211; Arrange project staff travel within Papua; support flight, ground transportation,<br>accommodation, and other travel arrangements.<br>&#8211; Prepare travel authorization and related administrative documentation.<br>&#8211; Monitor travel advances and ensure timely settlement following field travel<br>&#8211; Support communication between the Papua Field Office and ADRA Indonesia Country<br>Office.<br>&#8211; Maintain records of project equipment and assets.<br>&#8211; Ensure office equipment is appropriately recorded, maintained, and safeguarded.<br>&#8211; Support meeting arrangements and preparation of administrative documents.<br>&#8211; Maintain an updated project asset and inventory register and ensure all project assets are<br>appropriately tagged and documented.<br>&#8211; Maintain records of asset assignment and transfer. Report damaged, missing, or obsolete<br>assets according to ADRA procedures.<br>&#8211; Support project close-out and proper disposition or transfer of project assets.<\/li>\n\n\n\n<li>Partner Financial and Administrative Support<br>The project will work with several local FBO and church partners with different administrative<br>capacities. The Finance &amp; Administration Assistant will:<br>&#8211; Explain ADRA&#8217;s basic financial and administrative requirements to project partners.<br>&#8211; Support partners in preparing appropriate activity documentation.<br>&#8211; Review partner financial supporting documents before submission.<br>&#8211; Follow up incomplete or missing documentation.<br>&#8211; Help partners strengthen simple and transparent record-keeping practices.<br>&#8211; Support the Project Manager and Finance Team in monitoring partner advances and<br>settlements.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>QUALIFICATIONS AND COMPETENCIES REQUIRED<\/strong><br>&#8211; Diploma or Bachelor&#8217;s degree in Accounting, Finance, Business Administration,<br>Management, or a related field.<br>&#8211; Minimum 2\u20133 years of relevant professional experience in finance, administration,<br>accounting, procurement, or project support.<br>&#8211; Experience working with an NGO, humanitarian organization, development organization,<br>church organization, or donor-funded project is preferred.<br>&#8211; Basic understanding of accounting and financial control principles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8211; Experience preparing and reviewing financial supporting documents.<br>&#8211; Experience supporting procurement and logistics processes.<br>&#8211; Good numerical accuracy and attention to detail.<br>&#8211; Ability to maintain systematic physical and electronic filing systems.<br>&#8211; Proficiency in Microsoft Excel, Word, email, and basic office applications.<br>&#8211; Ability to communicate effectively with staff, vendors, partners, and community<br>organizations.<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>SAFEGUARDING AND HUMANITARIAN COMMITMENT<\/strong><br>ADRA Indonesia is committed to safeguarding children and vulnerable adults and maintaining a<br>working environment free from sexual exploitation, abuse, harassment, discrimination, and<br>fraud.
