As part of the rapid response, ADRA has deployed two Emergency Response Team (ERT) members, Mildred and Bellatrix, to begin a Rapid Needs Assessment in the Sibolga\u2013Central Tapanuli area.<\/p>\n<p data-start=\"452\" data-end=\"651\">Both staff arrived on the morning of 30 November 2025 via Silangit Airport before moving toward the affected areas to assess the initial conditions and identify the urgent needs of the community.<\/p>\n<p data-start=\"452\" data-end=\"651\">\u00a0<\/p>\n<p data-start=\"119\" data-end=\"689\"><strong data-start=\"119\" data-end=\"197\">Challenging Field Conditions: Blocked Access and Many Areas Still Isolated<\/strong><\/p>\n<p data-start=\"119\" data-end=\"689\">Initial observations indicate that several routes leading to the affected villages are difficult to access. Multiple main roads are blocked by landslides, fallen trees, or infrastructure damage caused by the extreme weather over the past several days. These conditions have significantly slowed and complicated the movement of response teams, especially when trying to reach communities located on hillsides, in valleys, or along the coastline\u2014areas that were directly hit by the disaster.<\/p>\n<p data-start=\"691\" data-end=\"849\">The situation continues to evolve due to unpredictable weather and the ongoing risk of additional landslides, which remains a serious concern for field teams.<\/p>\n<p data-start=\"691\" data-end=\"849\">\u00a0<\/p>\n<p data-start=\"138\" data-end=\"493\"><strong data-start=\"138\" data-end=\"191\">Coordination with Government and Local Volunteers<\/strong><br data-start=\"191\" data-end=\"194\" \/>To ensure an effective response, the ADRA team immediately established communication and coordination with BNPB. This step is essential to align field information, understand the latest developments, and ensure that ADRA\u2019s response efforts remain within the national disaster coordination framework.<\/p>\n<p data-start=\"495\" data-end=\"929\">This coordination includes data synchronization, mapping of priority areas, and identifying locations with the most urgent need for intervention. As part of the rapid needs assessment, the ADRA team is also working closely with local volunteers who understand critical access points and the actual conditions of the community. Their support helps ADRA accelerate data collection and make more accurate and targeted response decisions.<\/p>\n<p data-start=\"495\" data-end=\"929\">\u00a0<\/p>\n<p data-start=\"931\" data-end=\"1344\"><strong data-start=\"931\" data-end=\"986\">ADRA\u2019s Mission: From Emergency Response to Recovery<\/strong><br data-start=\"986\" data-end=\"989\" \/>By activating the NEMP, ADRA Indonesia ensures that all processes\u2014from assessments, logistics, and relief distribution\u2014follow a coordinated humanitarian response standard. The primary focus remains on addressing the urgent needs of affected residents: shelter, clean water, food supplies, sleeping materials, sanitation, and support for vulnerable groups.<\/p>\n<p data-start=\"1346\" data-end=\"1567\">However, ADRA\u2019s commitment extends beyond the emergency phase.
